The vast Gardinier tract was recently approved for a 654-lot mobile home park and 143 conventional homes to be called "Valencia Hills" on 208 acres. The company owns hundreds more acres of citrus lying to the east and expected to be proposed for further development in coming years. The city adopted an unusual "annexation agreement" regarding the future of the property last year.
